He doesn’t need congressional approval to issue instructions to the executive branch, which is how he’s able to do things like instruct the DOE to consider bathroom access for trans students covered by Title IX. Border Patrol is seizing weed in New Mexico, a legal state, that is being transported from one part of New Mexico to another part of New Mexico for testing. It never leaves New Mexico. As for the border patrol. They don’t have blanket jurisdiction. They operate within 100 miles of the border. So you most definitely aren’t grasping what’s going on nor the bigger picture here.
