I guess it’s like ice crystals glittering in the air at ground level. There’s a cool video in the Wikipedia article. Image searches just kept bringing up literal diamond dust lol.

Is that so much to ask? No clouds, ideally.

I’ve been fortunate enough to see a Lahaina moon and a total solar eclipse and both were very cool. Total Solar Eclipse was 1000x better though.
