Well, the last of their type to try and make it in Russia didn’t get too far… it was a rough ending.
I feel like a big thing keeping the network members from fleeing is that they’re being presumed innocence. I feel lime they’re also the type of people to think getting arrested for this sort of thing is a badge of honor, so not all of them would be interested in fleeing anyways.
