    I think I get what the joke is trying to say, but wouldn’t handcuffing them the usual way have the same effect?

      I’d say not really, since you put handcuffs on the wrists, but you can still move them (even if slightly) and make the 🤌 motion.

        You put the handcuffs on the wrists and handcuff their hands behind their back. You can still make the motion, but it’s not gonna be very visible.
