Odd the only results are this article and articles like it based on a press release for a book that is seemingly the only source of any information on this methodology.

I’m guessing it’s a mystery and Surf Dracula is trying to find out why there’s so many vampire killings when vampires decided to chill out and live along side humans or maybe the vampires are getting to close to attacking the human love of their life or something and there’s gonna be an episode where Surf Dracula has to dress in a big, rubber, human suit to go day surfing (you know so the sunlight doesn’t kill them) to crack the case.
There aren’t a limited amount of rights that can only be handed out to be shared amongst people.
There are just rights and everyone should be entitled to them.
Sounds like a great book that will sell well and sit on bedside tables in piles of books that people really need to read soon.
