To be honest, it’s a bit embarrassing that you’re invested at all in this horrible conflict without even realizing who Hamas is, or what they stand for. Hamas is famous for using civilians as human shields, and it is no secret that they continue to do so.

And yes, at the time the rockets were discovered they were not actively being fired. It’s still a war crime to store them in a school.
