Yes it is. They might not bother most of the time because it’s annoying. Having vote information accessible at a glance might create a situation where people have more sterile discussion and create more drama about votes because they see it. And that sounds annoying.
I would say no. I don’t want some dumbass to interogate me about why I downvotes thia and why I upvoted that.

They already can with effort. No reason not to add it.
